VERY FINE APPEARANCE. AN EXCEEDINGLY RARE BLOCK OF FOUR WITH PLATE NUMBER OF THE PHILIPPINES OFFICIAL "VICTORY" OVERPRINT ISSUE WITH LARGE "O.B."
