VERY FINE. AN EXTREMELY RARE 5-PFENNIG ON 3-PFENNIG PONAPE PROVISIONAL WITH INVERTED SURCHARGE. ONLY KNOWN IN USED CONDITION DURING A SUPPLY SHORTAGE.

Due to the unexpected arrival of the Imperial East Asian Cruiser Squadron on July 2, supplies of the 5pf and 10pf stamps became exhausted. This Provisional was in use for just one day. Only a small fraction of the 500 issued are found with the surcharge inverted.
