1c Blue, Type IV (9). Recut once at top and bottom, ample margins to just in, used with 3c Brownish Carmine, Type II (11A), tied together by blue "Charleston S.C. Paid Oct. 2" (1852) circular datestamp on prices current to Ghent, Belgium manuscript "p. Steamer Africa" and carried on that Cunarder, departing New York Oct. 6 and arriving Liverpool Oct. 17, manuscript "1" applied in England for 1p due, manuscript "15" decimes due from recipient, red boxed Belgian accounting handstamp clearly struck but not annotated with ratesVERY FINE. A RARE 4-CENT NEWSPAPER RATE CIRCULAR TO BELGIUM. THERE ARE FEWER THAN FIVE RECORDED EXAMPLES OF THIS RATE TO BELGIUM.
The 4c newspaper rate applied until April 1853. This is the only example located with Power Search, and we estimate no more than five 1851 Issue covers are known to Belgium with this 4c rate.
