Positions 3-10R1L, horizontal combination strip of eight, the second stamp from left (4R) without recut lines--the only Type II on Plate 1 Late--the other stamps are Type IV, including the the recut versions of the previous Types I (7R) and Ib (5, 6, 8 and 9R), Positions 5-7R and 9R with one line recut at bottom (only eight such recuts on plate), huge margins to just touched including part of sheet margin at top and right, cancelled by penstrokes on oversize wrapper to Enfield Conn., reduced and refolded, stamps with a few small flaws, otherwise Fine-Very Fine and rare, this probably paid a circular or printed matter rate, ex Cipolla
