Jul. 9" circular datestamp on refolded cover to Commissioner of Pensions in Washington D.C., unusual offset of 5c stamp on cover at upper left, missing top flap, 1c with horizontal crease in sheet margin, otherwise Very Fine, rare use, this is the only recorded use from Columbia and one of three from Texas (two are known from Galveston)
