EXTREMELY FINE APPEARANCE. A RARE PAIR OF THE NEW YORK POSTMASTER'S PROVISIONAL ISSUE ON BLUE PAPER. ONLY FOUR PAIRS ARE RECORDED.

It is estimated that 40-50 examples of the New York provisional on blue paper exist (34 recorded in Levi-Wall-Farrington census). Only four pairs are known, including one on cover.
