FINE-VERY FINE APPEARANCE. AN EXTREMELY RARE TOP PLATE BLOCK OF THE 15-CENT 1890 ISSUE.

The 15c 1890 Issue was printed only from Plate 22. Plate blocks are especially rare. We have offered only two others since at least the 1990s, one each from the top and bottom positions (and both Mint N.H.)
