Unused (no gum), beautiful centering with wide margins at top and bottom, rich color, Extremely Fine, scarce, it is believed that most examples of this error originate from a part sheet purchased by a collector at the Richmond Va. post office, most tend to be off center, with 2001 P.F. certificate, Scott Retail with gum
