Wide margins, clear strike of "Hiogo, Japan" double-circle handstamp, some very faint toning not mentioned on accompanying certificate, Very Fine appearance and extremely rare cancel on the 3c 1869 Pictorial, the U.S. Post Office opened in Hiogo in 1868, one year after those in Yokohama and Nagasaki, and was in operation until December 1874; the rate was 10c to the U.S., 3c or 6c between Treaty Ports and additional rates to Europe, stamps showing the cancel for Treaty Port rates are much scarcer than the 10c rate, this is the only 3c listed in Power Search with this cancel among more than 100 records, with 1995 P.S.E. certificate
