Jul. 19" circular datestamp with matching fancy "Due 5 cts." in scroll handstamp on buff cover to Phoenix N.Y., small repairs to bottom corners of cover, still Very Fine, apparently deemed overweight and charged the 5c non-prepaid rate for the extra -1/2 ounce, with 1997 P.F. certificate
