Wide margins and essentially perfect centering, neat oval duplex cancel, fresh and bright, Extremely Fine Gem, an astonishing used 15c Navy Dept. stamp, it is hard to imagine how this could be improved upon, with 2019 P.S.E. certificate (Superb 98; unpriced in SMQ above the grade of 90), this is by far the highest grade awarded and it is shared by no others, the next highest is 90
