III (26) on buff cover addressed to Charlottesville, forwarded to Culpeper C.H. Va. with blue "FORWARDED" boxed handstamp and second 3c stamp just tied by manuscript, few minor perf flaws, otherwise Fine and unusual twice-use of U.S. postage on a Confederate state cover, this was either an overpaid drop cover originating in Charlottesville, or a cover from an unknown origin that was sent to Charlottesville before forwarding, with 1999 C.S.A. certificate
