Offutt." signature on Post Office Department Chief of the Contract Bureau imprint on 3c Red Star Die entire, "Richmond Va. Feb. 27, 1863" circular datestamp and addressed to Charlottesville, bottom edge tears mended with archival tape which shows on the stamped side, still Very Fine appearing and most unusual turned use
