The 5c Perf 10 flat plate coil was among the last coils to be issued before the rotary press coils began to take their place. Strangely, while the issue date for Scott 447 is July 30, 1914, the earliest documented use listed in Scott is May 9, 1916 -- after the EDU for the rotary press 5c coil, Scott 458, which is known used a month earlier.
With 2009 P.S.E. certificate (Gem 100; SMQ $8,000.00). This is the highest grade awarded to a Scott 447 guide line pair and it has been equaled by only one other
