A REMARKABLY RARE BLOCK OF FOUR OF THE $10.00 STATE DEPARTMENT WITH ALL OF THE BLACK IMPRINT AND PART OF THE GREEN IMPRINT, AND WITH THE TOP RIGHT STAMP IN MINT NEVER-HINGED CONDITION.
