5c Yellow Brown (205). Rich color, tied by grid, purple "U.S. Postal Agency Shanghai, 13 Apr. 89" oval datestamp on cover to Crawford Corners Penn., also with ms. "T" due marking and "U.S. Charge to Collect 10 Cents" straightline handstamp, blue "Shanghae Local Post Apr. ?", San Francisco and receiving backstamps, slightly reduced at right, some waterstaining mostly at bottom and few toned spots, still Fine, scarce with the due marking, since this originated in the Shanghai Local Post, which was not part of the U.P.U., this was treated as either unpaid or short paid
