Irregular block of four created by rejoining vertical and horizontal pairs, vertical pair with top left corner selvage, each stamp is a Category I Double Ovpt. (71d), bottom stamp in vertical pair (Position 6) and left stamp in horizontal pair (Position 11) are both the No Period After "GOVT" variety (71h, Scott lists this only with Category II ovpt.), also split horizontally, disturbed original gum, h.r., bottom pair some slight toning, a long-ago owner typed "No Period" in selvage next to Position 6, overall Fine and striking multiple showing a second ovpt. shifted down - causing the Position 6 no-period ovpt. to be printed on Position 11, Scott Retail as singles
