FINE-VERY FINE. AN EXTREMELY RARE COMPLETE PANE OF 28 OF THE FIRST FEDERAL HUNTING PERMIT ISSUE, SCOTT RW1, WITH TOP PLATE MUMBER.

Nos. RW1 thru RW12 were issued in panes of 28. Selvage is found at either top or bottom and on one side; nine stamps have a natural straight edge on one side, and one has a natural straight edge on two sides. Plate numbers are found at either top or bottom. This is the first multiple we have offered from the top position larger than a block of six and only the third intact pane with all 28 stamps. We have offered only one fully complete pane with selvage on two sides -- in our 2022 sale of the Richie Prager collection (Sale 1258, lot 3095, realized $35,000 hammer). The Prager pane had a bottom plate block. We are also aware of two other fully complete panes including side selvage (one has a hole in the selvage and a bottom plate block). We offered a separated pane of 28 which was missing the side selvage in our 2016 sale of the William Webster collection. That pane also had a bottom plate number. The Frelinghuysen collection had a pane of 28 with bottom plate number and missing the side selvage but it was affixed to a card so is not in the same class as the Mint N.H. pane offered here. This Mint N.H. pane with top plate number is a great rarity. 

Scott value as Mint N.H. singles with no premium for the plate number.

Hunting Permits Collection, 1934-2012. Unused stamps on album pages, apparently complete for the year-range and with duplication, including two sets for RW1-RW25, some Mint N.H. in the early stamps including one RW1, then another set with unused RW1 and some used on the other early issues, recent issues include panes of one and some Junior Duck stamps, some faults to be expected but with the duplication it is possible to put together at least one good quality set of the earlier issues
