Tied by quartered cork cancel, no datestamp, on legal-size cover to court clerk in Clarksburgh West Va., magenta "Department of Justice Blanks" imprint cover with Acting Chief Clerk's signed statement that no written matter was enclosed, thus the 2c printed matter double rate, rough opening at right and minor stamp faults, very scarce, only nine 2c Justice covers are reported by Lockyear (http://www.franadams.com/synopsis/dojsynop.pdf), the Lockyear sale catalogue (Bennett) stated that his cover was the only printed-matter rate, so the cover offered here becomes the second recorded printed-matter rate (and possibly a tenth 2c Justice cover), ex Starnes
