VERY FINE. AN INCREDIBLY RARE MINT NEVER-HINGED INTACT PANE OF 28 OF THE FIRST FEDERAL HUNTING PERMIT, SCOTT RW1. VERY FEW PANES WITH SELVAGE ON TWO SIDES ARE KNOWN.
Scott RW1 thru RW12 were issued in panes of 28. Selvage is found at either top or bottom and on one side; nine stamps have a natural straight edge on one side, and one has a natural straight edge on two sides. Plate numbers are found at either top or bottom, though we have never offered a plate block from the top position larger than a block of six.
The first Hunting Permit stamp went on sale to the public on August 24, 1934. Multiples were not allowed to be sold, until the last two weeks the stamps were on sale, from June 15 thru June 30, 1935. RW2 was placed on sale July 1, 1935. This short period when they were allowed to be sold as unused multiples accounts for their rarity as plate blocks or in panes. We have offered only two other panes with selvage on two sides—as issued—since keeping computerized records. We have offered three without selvage on one side, but one was separated into two pieces (ex Webster) and another was affixed to a card (ex Frelinghuysen).
Scott value as plate block and 22 singles does not adequately convey the rarity of this intact pane.

The William Webster collection was lacking very few complete panes, but it did lack panes of RW3 and RW4. We have offered only two other intact panes since 1994 and in all of our Rarities sales.

Beginning in 1959 Hunting Permit stamps were printed by rotary press and plate blocks could therefore be collected as corner blocks of four. This 1964 issue had the plate number mistakenly entered above the second stamp from the top or bottom left. Collectors assumed a plate block of four was still the correct format and many sheets were broken in this manner before the realization that the correct format for this issue is a block of six. We have offered only two other panes since keeping computerized records, one of which was signed and had toning so was not as pristine as the example offered here.

$7.50 1984 Hunting Permit, Special Printing, Complete Sheet (RW51x). Mint N.H. complete sheet of 120 in four panes of 30 separated by gutters, plate no. 173871 in each corner and "1934-84, 50th Anniversary, 01 of 15-1, 15-2, 15-3 and 15-4" in top and bottom selvage, mounted in the original brown case in which it was sold, with "50th Anniversary Federal Duck Stamp Program 1934-1984" in gold printing on front, accompanied by letter from the U.S. Department of Interior to the buyer
VERY FINE AND EXTREMELY RARE COMPLETE SHEET OF 120 OF THE RW51 SPECIAL PRINTING, NUMBERED 1 OF 15. ONLY 14 UNCUT SHEETS WERE SOLD, AND THIS IS ONE OF A VERY FEW THAT REMAINS INTACT. A WONDERFUL FEDERAL DUCK STAMP RARITY.
According to Scott Catalogue, after RW51 became void, 15 uncut sheets of 120 (four panes of 30 separated by gutters) were overprinted with "50th Anniversary 1934-1984" and auctioned by the U.S. Fish and Wildlife Service. Fourteen were auctioned, with a minimum bid of $2,000, and one was donated to the Smithsonian. Perhaps two to three full sheets remain intact. This sheet, numbered 1 of 15 is an exceptional item of this Special Printing and has remained with the estate of the original purchaser since 1986. The website scan shows some reflection at lower left due to the mounting but there are no problems with the sheet.
