In Black on blue paper, brand unknown, this is believed to be the source of the original catalog listing in Bartlett & Prevost’s 1909 catalog United States Private Tobacco Proprietary Stamps but since it lacks an identifying cancel, it is no different than a trimmed down Proof and so must be known as “PW1-1 ?”
