Stamp size, with engraved vignette, numeral and value tablet and wash drawing of frame as adopted for the set, mounted on 88 x 119mm card with pencil "J. This model was made by Continental Bank Note Co. designer Joseph Claxton. The value, numeral tablet and portrait were taken from existing stamp designs.

1c-3c War, Large Die Trial Color Proofs (O83TC1-O85TC1). Die sunk on cards approximately 85 x 95mm each, 1c Bright Ultramarine, 2c Deep Brown and 3c Deep Green, for a time, Post Office Officials considered printing the Departmentals in the same colors as Regularly Issued stamps, but it was soon recognized that this would create confusion for the mail clerks in distinguishing between Regular and Official issues, so the idea was abandoned, there is another 3c large die in Chocolate with pencil notations "Chocolate Executive" as a proposed color, Very Fine and choice, rare and seldom seen
1c-3c War, Large Die Trial Color Proofs on India (O83TC1-O85TC1). Light ultramarine, deep brown and deep green respectively, first cut down to 61 x 68mm (about full die size and on original card), other two die sunk on 95 x 108mm cards, fresh and bright, Very Fine

In 1915 the Bureau of Engraving and Printing used the Continental dies to prepare a display for the Panama-Pacific Exposition in San Francisco. Four sets were pulled; the Government kept one and gave three to H. M. Southgate in return for Pan-American inverts missing from its collection
