Andrew Jackson. Signature as President at top of folded cover to Col. Samuel Swartwout in New York City, endorsed "Free" at top and "Mail" at bottom, part of backflap missing, minor edge wear and file fold thru the signature which is clear and Very Fine, Swartwout was appointed by Jackson as collector of customs at New York, where he served from 1829-1837, he allegedly stole more than $1.2 million in public funds during his service before fleeing to London
