FINE MINT NEVER-HINGED EXAMPLE OF THE RARE 30-CENT PERF 10 FRANKLIN ON UNWATERMARKED PAPER.
Two complete panes of 100 of Scott 476A have been certified by The Philatelic Foundation and subsequently broken up into singles, blocks and four plate blocks. Many are off center.
With 1984 and 1997 P.F. certificate. SCV is for the grade of Fine.
$1.00 Violet Black (478). Original gum, barely hinged, intense shade and impression, near perfect centering, Extremely Fine Gem, with 1984 P.F. and 2004 P.S.E. certificates (OGph, Superb 98), this is the highest grade awarded to an unused Scott 478 in any gum condition and it is shared by only eight other hinged and three Mint N.H.

1c Green, Boy Scout Private Coil (481 var). Rich color, bold "New York N.Y." precancel, some horizontal creasing, still Very Fine and very rare, these privately perforated coils were produced for use on mailings by the Boy Scouts of America and are only known with the New York precancel, with 2025 P.F. certificate

FINE. AN EXCEEDINGLY RARE USED EXAMPLE OF THE ONE-CENT GREEN 1917 ISSUE PERFORATED 10 AT TOP. ONLY SIX USED SINGLES OF THIS RARITY ARE RECORDED.
At a certain point during production one of the perforating wheels became defective. In the course of repairs part of one perforation wheel was inadvertently changed from Perf 11 to Perf 10. Based on the physical evidence of surviving copies, this was the nineteenth row of pins on the wheel.
Many examples of the Perf 10 on One Side rarities show transitional perfs from 10 to 11 or from 11 to 10. This is because the out-of-gauge perforation pins would frequently cross the span of more than one stamp, depending on where the wheel contacted the sheet.
The Perf 10 on One Side varieties span both the 1917 Washington-Franklin and 1922-23 Issues. It is interesting to note that, apart from the 2c, there is no duplication of denomination between the issues. This would seem to indicate that the improperly repaired wheel was in use for only a short period of time, as there was little overlap in production of the issues. Based on dates of issue of the basic stamps, this probably occurred early in 1923.

Our census of Scott 506a, available at our website at https://siegelauctions.com/census/us/scott/506a, contains 23 certified used copies, including two with transitional perfs in a block. Most have faults ranging from pulled perfs to creases. Only eight are confirmed as sound (two are in the block). Two others have not been seen in many years and so condition needs to be verified.

Brilliant color, neat "Salt Lake City Utah" precancel, small shallow thin, still Very Fine and scarce, our census of Scott 509a, available at our website at https://siegelauctions.com/census/us/scott/509a, contains a total of 35 used and one unused example of this rarity. 29 of the used copies are precancelled and fully 21 have one or more faults (the condition on seven is unknown), with 2025 P.F. certificate

Our informal review of auction catalogues and the records of The Philatelic Foundation found approximately half a dozen blocks of four, of which only four are sound.

2c Carmine Rose, Ty. II, Rotary Perf 11 x 10 (539). Mint N.H., rich color on bright paper
FINE. A RARE MINT NEVER-HINGED EXAMPLE OF THE 1919 2-CENT TYPE II ROTARY PRESS WASTE ISSUE, SCOTT 539.
At the beginning or end of a coil-stamp print run from the 170-subject rotary plates, some leading or trailing paper was left over that was too short for rolling into 500-stamp rolls. In 1919, the Bureau devised a plan to salvage this waste by converting the stamps from coil stamps into sheet stamps. This was accomplished by cutting the sheets into panes and putting the panes through the flat-plate perforator in use at the time, giving the stamps perforations on all sides.
Since Scott 539 was put through two different perforating machines of differing gauges at different times, most of the stamps are off-center. Evidence of the rarity of Mint N.H. centered examples can be seen in the tiny graded populations — the P.F. has graded one example at 85 and P.S.E. has graded one at 80, with none higher.

FINE APPEARANCE. A RARE MINT NEVER-HINGED EXAMPLE OF THE 1923 ONE-CENT ROTARY PERF 11, SCOTT 544. PROBABLY FEWER THAN FIFTEEN ARE KNOWN IN MINT NEVER-HINGED CONDITION.
A small quantity of 1c Rotary Press stamps was perforated 11 at the end of 1922, using remainder sheets from the earlier printings that were normally perforated in 10 gauge or 10/11 compound gauge. Its existence as a Perf 11 variety was discovered in 1936, and the stamp received its Scott Catalogue listing in 1938. Power Search lists only 12 unduplicated Mint N.H. examples offered in our auctions.

VERY FINE AND CHOICE EXAMPLE OF THE ONE-CENT PERF 11 ROTARY WASTE ISSUE, SCOTT 544 — PARTICULARLY DESIRABLE WITH A NEAT POSTAL CANCEL.
