15c Dark Blue (259). Mint N.H., deep rich color on bright paper, Jumbo margins and outstanding centeringEXTREMELY FINE GEM. WITHOUT QUESTION THIS IS ONE OF THE COUPLE FINEST MINT NEVER-HINGED EXAMPLES OF THE 1894 15-CENT UNWATERMARKED BUREAU ISSUE IN EXISTENCE.
The 1894 Unwatermarked issue was the first U.S. postage issue to be printed by the Bureau of Engraving & Printing, after the contract with American Bank Note Co. expired. The first stamps printed by the Bureau are notoriously difficult to find well-centered, as production was marred by initial problems as they geared up to meet the needs of the public for stamps. Often the perfs are choppy and rough, and very rarely are the stamps found with huge margins, perfect centering and well-defined perfs. This stamp is a wonderful exception.
With 2014 P.S.E. certificate (XF-Superb 95 Jumbo; SMQ $11,000.00). This is the only Scott 259 at this grade and only one grades higher -- a Superb 98 graded back in 2004.

Condition conscious collectors are well aware that it is extremely difficult to find First Bureau stamps in centered, Mint Never-Hinged condition, particularly the higher denominations. This is mostly due to production problems as the Bureau of Engraving and Printing assumed responsibility for stamp production after the American Bank Note Co. contract expired.

The dollar-value Bureaus are rarely found with centering that would qualify for a high numerical grade, but in used condition they are further handicapped by heavy registry cancels, which almost invariably knock points off the final grade. The $1.00 Type I 1895 Issue offered here is extraordinary not only for its precise centering and wide margins, but the lightly-struck cancel leaves the entire design visible.
With 2022 P.F. certificate (Superb 98). This is the highest grade awarded by the P.F. and it is shared by no others. By way of comparison, the highest grade awarded by P.S.E. is also Superb 98 (two examples).
